Syvonne Carter is a strategic-thinker, courageous and servant leader. She began her public service to veterans during high school while participating in Marquette University’s college preparatory program. Subsequently, Ms. Carter attended Marquette University majoring in Organizational Leadership while concurrently starting her career. In 1998, she began her tenure with the Department of Veteran Affairs in Milwaukee, WI were she would remain for twenty (20) years. Ms. Carter’s hard work ethic, tenacity and adaptability, led to progressive administrative and leadership roles from Program Administration Support to Business Manager for the VA headquarter's office in Washington, DC to both rural and urban healthcare systems across the United States. .
From 2012 until the end of her tenure, Ms. Carter served as the Chief, Business Operations and Health Administration Services Officer at the Corporal Michael J. Crecencz VA Medical Center in Philadelphia, PA and North Florida/South Georgia VA Health System (NF/SG) in Gainesville, FL. NF/SG is the largest healthcare system in the Department of Veteran Affairs comprised of fourteen (14) healthcare facilities, serving 135,000 customers through 1.1 million outpatient visits and over 7,100 inpatient stays annually. As the senior operations, strategic and planning director, Ms. Carter helmed the largest administrative service line comprized of five (5) departments with over 360.0 ftee and a $16.1 million dollar benefits operating budget. Recurrently, she was named as the Interim Associate Medical Center (COO) of the Lake City VA Medical Center. As the Interim Associate Director, Ms. Carter provided executive oversight for the broad range of general and specialized medical, dental, surgical, psychiatric, nursing and ancillary services to veterans. Lake City VAMC has an extensive long-term care program operating over 120 beds that includes special units for the treatment of dementia. Ms. Carter’s last act in this role would be to advocate and convene Chief’s of Health Administration/ Medical Administration/Business Operations from across all 141 VHA healthcare systems in the nation around the grassroots effort of collaboration, communication and strategic improvement.
In 2019, Ms. Carter transitioned from government service to further focus on her life’s purpose – globally supporting African-American executives. Ms. Carter and her family returned to their adopted home of Maryland opening her subsidiary Chief of Staff service, Vonciere Services. Vonciere is a boutique Chief of Staff consultancy cultivating an exclusive niche for black executives, entrepreneurs and nonprofit organizations. Ms. Carter is adept at assessing needs, generating options and executing solutions. She has the profound ability to design and implement strategic plans and maintain critical thinking skills during unforeseen challenges and circumstances. She maintains a positive track record for developing new strategies, launching new initiatives and delivering operations efficiency through infrastructure design, cross-functional resource management and technology integration. Her vision is to foster a network of influencers, industry leaders and decision-makers willing and committed to improving conditions for vulnerable black communities by serving as a strategic partner, connector and force multiplier.
